KABUL (Pajhwok): President Ashraf Ghani’s nominees as members of the Constitution oversight commission and the Supreme Court High Council were on Monday introduced to the Wolesi Jirga for a vote of confidence.
The nominees include six members-designate of the Independent Commission for Overseeing the Implementation of Constitution (ICOIC) and a member-designate of the Supreme Court High Council.
The seven individuals were introduced to the lower house by Second Vice-President Mohammad Sarwar Danish on Monday.

The ICOIC members-designate include Dr. Mohammad Qasim Hashimzai, Ghezal Haris, Dr. Abdul Rauf Harawi, Mohammad Arif Hafiz, Dr. Abdullah Shefahi and Dr. Sayed Abubakkar Mutaqqi. While the Supreme Court High Council membership nominee is Abdul Haseeb Ahadi.
Danish said previously the lower house had been introduced two nominees for the Supreme Court, but one of them received the trust vote. He said Abdul Haseeb Ahadi was a professional person introduced for the position.
He said the ICOIC’s duty, which was important but risky, had been suspended over the past one year due to several reasons.
Danish hoped the six ICOIC members-designate would understand the value of the organization and would perform their duty honestly.
“We can institutionalise law enforcement when the ICOIC oversees the performance of high level government leaders, including the president, his vice-presidents and ministers and provides a timely report about the status of law enforcement to the people of Afghanistan,” Danish said.
He added all the nominees for the ICOIC had high political knowledge and education and were experts and analysts in politics.
The VP said ICOIC’s activation was very important for upcoming Wolesi Jirga elections and its deactivation could create crisis.
Danish said Afghanistan had one of the best constitutions that provided better political facilities for people, but its implementation was not properly overseen.
“The Constitution is not violated by the people, but usually violated by the government, senior officials and the three pillars,” Danish added.
“We should accept that the three pillars of the government, particularly the executive branch did not act decisively, and there are many doubts, questions and uncertainties about the issue and we simply ignored them,” he said.
The Wolesi Jirga would let the nominees explain their plans and programmes after vetting their documents.
Under the Article 157 of the Constitution, the ICOIC shall be established in accordance with the provisions of the law.  Members of the commission shall be appointed by the President with the endorsement of the House of People.
