فرمان رييس جمهور در مورد قانون تنظيم خدمات انرژى برق تاييد شد

KABUL (Pajhwok): The Wolesi Jirga on Wednesday approved a presidential decree on the management of electricity services and payment of power bills on a monthly basis.
A member of the house communications commission, Syed Ikramuddin Masoomi placed before lawmakers the decree on energy security and expansion of power infrastructure and services.
House commission heads had debated the decree before it was put to vote, Masoomi told Wednesday’s general session of the assembly.
He said lawmakers differed only on one point, namely bi-monthly payment of power bills. The MPs suggested the payment of electricity bills should be made each month.
Of the 121 memberspresent, 107 voted in favour of bill payments on a monthly. When put to vote for a second time, the decree was approved by 118 public representatives.
Article 79 of the constitutionsays: “In case of a Wolesi Jirgarecess, the government can adopt legislation in an emergency situation on matters other than those related to budget and financial affairs.”
A legislative decrees becomes lawwhen signed by the president. Such decrees should be submitted to the National Assembly 30 days after its first session begins. In case of rejection by the National Assembly, the legislative decrees become void.
